War of Attrition
A war in which forces do not confront each other in direct combat with the full strength of their teams, but instead aim to wear each other down over a period of time using tactics such as guerilla warfare, sabotage and other dishonourable means of combat.
The war is a war which will not necessarily be won by superior skill but by patience and skillful resource management.
Attrition warfare is a military strategy consisting of belligerent attempts to win a war by wearing down the enemy to the point of collapse through continuous losses in personnel and materiel. The war will usually be won by the side with greater such resources. The word attrition comes from the Latin root atterere to rub against, similar to the "grinding down" of the opponent's forces in attrition warfare.
Military theorists and strategists have viewed attrition warfare as something to be avoided. In the sense that attrition warfare represents an attempt to grind down an opponent through superior numbers, it represents the opposite of the usual principles of war in which one attempts to achieve decisive victories by using minimal necessary resources and in minimal amount of time, through manoeuvre, concentration of force, surprise, and the like.
On the other hand, a side that perceives itself to be at a marked disadvantage in manoeuvre warfare or unit tactics may deliberately seek out attrition warfare to neutralize its opponent's advantages. If the sides are nearly evenly matched, the outcome of a war of attrition is likely to be a Pyrrhic victory.
The difference between war of attrition and other forms of war is somewhat artificial since war always contains an element of attrition. One can be said to pursue a strategy of attrition if one makes it the main goal to cause gradual attrition to the opponent eventually amounting to unacceptable or unsustainable levels for the opponent while limiting one's own gradual losses to acceptable and sustainable levels. That should be seen as opposed to other main goals such as the conquest of some resource or territory or an attempt to cause the enemy great losses in a single stroke (such as by encirclement and capture).
Historically, attritional methods are tried only as a last resort, when other methods have failed or are obviously not feasible. Typically, when attritional methods have worn down the enemy sufficiently to make other methods feasible, attritional methods are abandoned in favor of other strategies. In World War I, improvements in firepower but not communications and mobility forced military commanders to rely on attrition, with terrible casualties.
Attritional methods are in themselves usually sufficient to cause a nation to give up a nonvital ambition, but other methods are generally necessary to achieve unconditional surrender.

Following is a lawful strategy for denying consent for your electric company to install a smart meter on your home or business.
This is not legal advice. It is a common sense approach to notifying your electric company of your awareness and preferences while piercing their corporate veil at the same time.
The letter and form should be sent by certified mail to the CEO and top officers of your electric company. The fact that the private for-profit corporation that represents your public utility commission has approved the installation of smart meters, while making no assurances as to their safety, puts this issue right back into the lap of the private electric corporations. The general population has no input regarding the appointment of public utility commissioners and no legal contract with any of them. These commissioners do not work for the people.
The sample letter can be used as a template but needs to be personalized. The names of the electric company's officers and the public utility commissioners can generally be found on the internet.
The notice is a collection of indisputable facts. It is important to note that NONE of the players in the smart meter roll-out are making any claims regarding the safety of this biologically damaging device. Therefore it is THE ISSUE. In our dysfunctional legal system, consent is presumed unless specifically denied.
The notice includes the signatures of two witnesses. By signing a statement of facts, dating your signature and including two witnesses, the format meets the criteria of a legal notice. Save a copy of the letter, the notice and the certified mail labels. In the sample, there will be six letters, six notices and six certified mail labels.
